Our mission

How we turn analysis into action

We turn security analysis into concrete options for action.

Ceylon Logica Institute for International Policy is an independent, non‑profit think tank for national defence, credible deterrence and strategic foresight. Our core focus is credible deterrence across all domains; analytically, we work with the concept of Cross‑Domain Deterrence (CDD), linking military, technological, economic and societal instruments. Our goal is to help protect freedom and security in Germany and Europe, with a particular focus on North Rhine‑Westphalia. To do this, we turn complex situations into clear choices for decision‑makers. Through rapid briefs, situation reports, studies and scenario exercises we develop concrete options on capabilities, readiness, procurement, resilience and crisis planning. In our Düsseldorf forum we bring together government, industry, academia and civil society so that hybrid threats are detected early, technological sovereignty grows, and resources reach the places where they most strengthen Europe’s ability to defend itself.
